Leeds City Council licenses skips on the highway across most of the LS area, though the outer districts reach into Bradford, Wakefield and Kirklees, whose permits are their own. A skip on your own drive or hardstanding needs no licence from anybody — worth establishing first, because it is normally the cheaper and faster route by a clear margin.

The inner districts are where the licence usually applies. Back-to-back and through terraces across LS6, LS7, LS8 and LS11 typically have no off-street space, and the rear access lanes behind them are often too narrow for a skip lorry to work in safely. That pushes the container to the front street and the job into a permit application. The student belt around Headingley and Hyde Park adds a seasonal squeeze: end-of-tenancy clearances cluster in the same few weeks and the sooner a date is fixed the better.

Who licenses a skip in Leeds

A container standing on a public road needs a permit under the Highways Act 1980. Here that comes from Leeds City Council, or Bradford, Wakefield or Kirklees in the outer districts. On a driveway or other private ground none is needed at all.
