Scotland licenses skips under the Roads (Scotland) Act 1984 rather than the Highways Act that applies in England and Wales — a different application to a different department, with its own fee and its own notice period. Most of the city's flats have nowhere private to put a container, so consent is the normal case rather than the exception. In the New Town, Old Town and the conservation areas around them there is more to it than the fee: setted streets, residents' parking, and restrictions on what may stand outside a listed frontage all bear on where a skip can actually go and for how long. Outside the centre, in the suburbs of EH10 through EH17, driveways are common — and a skip on private ground needs no consent at all, which is usually both quicker and cheaper.

Edinburgh also runs a low emission zone covering the city centre, which constrains which vehicles can make a delivery into it. Where a stair or a shared entry makes a skip impractical anyway, a grab lorry loading from the street or a wait-and-load visit will often clear the job in a single visit with nothing left standing on the road.
